Create your mods directory
Make sure you are making these changes to the files in your mods directory
Go to Grand Theft Auto V\mods\update\x64\dlcpacks and drop your mod file
Now go to Grand Theft Auto V\mods\update\update.rpf\common\data\dlclist.xml
and type dlcpacks:\xcent\
